FACTS
1 .- The Diary AZ of Xalapa published on February 17, 2004 that "Flavin is OAXACAN." To support this claim, submitted the birth certificate of the citizen Flavin Rios Alvarado, registered in Minatitlan on 22 November 1974. He also presented the Municipal Agent certification of the Congregation of Mogoñé station, municipality of San Juan Guichicovi, belonging to the district Juchitán Oaxaca, Baldemar Rojas Mijangos, which certifies that Flavin Rios Alvarado, is a neighbor and a native place and parents are Genaro Rios Ordaz and Maria Alvarado Estudillo.
2 .- The importance of the publication is that the city Flavin Rios Alvarado was at that time the Secretary of Government of Veracruz, and to occupy that position was necessary to be having been born in Veracruz state or have parents Veracruz. Alvarado Rios did not meet the assumptions of the state constitution, because there was born in Veracruz, nor was the child of parents of Veracruz. On that occasion, in the afternoon of the same February 17, 2004, the Government Secretary Flavin Rios Alvarado held a press conference saying it was minatitleco and presented certificates when studied in primary school, "My Fatherland is First" Minatitlan, Veracruz, and presents to people who known since childhood. Among the things the official said, is that he was born in Minatitlan, because their parents had gone to live in oil city between 1948 and 1949. c) The city Flavin Rios Alvarado check to its sovereignty with what "Baptismal Certificate" may consider primary, secondary, preparatory and career of law, and get the national military service card and, based on law and regulations, support that can be studied in public schools with a "baptism" thereby violating the constitutional third article which states that "education should be secular."
